The enduring mission of the Department of Defense is to provide the military forces to deter war and ensure the Nation's security. To advance the goals outlined in the National Defense Strategy, particularly, to shore up the foundations for integrated deterrence and campaigning, the Department is moving urgently to build enduring advantages across the defense ecosystem that spur innovation and support the systems upon which our military depends.

The Department's Strategic Management Plan for Fiscal Years 2022-2026 is a plan to build these enduring advantages, and also to address the Secretary's institutional management priorities aimed at improving the management of the DoD. It also provides a strategic framework for describing general, and long-term actions the Department will take to realize strategic priorities, how we are investing and accelerating implementation, and how DoD plans to address challenges and risks that may hinder achieving results.

The SMP is published annually to stress the Department's commitment to strategic planning and performance management through the publication of an Annual Performance Plan (APP) and Annual Performance Report (APR).
